The Intermediary Trap: International Labour Recruitment, Transnational Governance and State-Citizen Relations in China

Based on long-term field research spanning Japan, Singapore, South Korea and multiple locations in northeast China, this presentation traces how transnationally-linked commercial labor recruiters gain a dominant position in cultivating, facilitating and controlling migration. These intermediaries render themselves indispensable both for migrating workers and for the states seeking to make order from migration. The intermediary trap is thus more dynamic and complex than a simple “capture” by identifiable interest groups and is deeply implicated in changing state-citizen relations in China. Rooted in Chinese and other Asian states’ agenda to liberalize socioeconomic life without compromising sovereign power, the intermediary trap may become a worldwide phenomenon with the resurgence of state power alongside a continuing neoliberal hegemony beyond Asia.

Dr. Xiang Biao is University Lecturer in Social Anthropology at the University of Oxford. He has conducted extensive field research on migration and social change in China, India and Australia. His work includes ethnographic studies of migrant communities in Beijing (Transcending Boundaries, Brill, 2005) and Indian migrant professionals (Global Body Shopping, Princeton, 2007). His forthcoming book (Making Order from Transnational Mobility, Princeton) is the result of four years of field research in China, Japan, South Korea and Singapore, and examines the transnational governance of labor mobility in East Asia.

Assembling Nature and Citizenship in Latin America – a talk with CERLAC Fellow Alex Latta

To mark the recent release of Environment and Citizenship in Latin America: Natures, Subjects and Struggles, join us as we host one of the book’s editors, CERLAC Associate Fellow Alex Latta, for a talk emerging from the central themes of the collection.

Drawing on the contributions to the book, as well as related literature and his own research, Dr. Latta will explore the ways nature becomes constituted as a resource, an object of knowledge, a target of governance and a focus for political struggle in Latin America. How are human political subjectivities simultaneously implied, activated, contested and reinvented in these constitutive moments, spaces and processes? Beyond a concern for the rights and responsibilities of “environmental citizens”, the talk will reach for a conception of citizenship that is fundamentally relational across dynamic assemblages of human and non-human elements.

Alex Latta is Associate Professor in the Department of Global Studies and the Balsillie School of International affairs, at Wilfrid Laurier University. His research considers the politics of water, energy and environmental justice in Latin America, with a recent focus on conflicts over hydroelectric development in Chile.

SYNOPSIS: Incinerators burning garbage in India. Hundreds of hydroelectric dams in Panama. Biogas extracted from palm oil in Honduras. Eucalyptus forests harvested for charcoal in Brazil.

What do these projects have in common? They are all receiving carbon credits for offsetting pollution created somewhere else. But what impact are these offsets having? Are they actually reducing emissions? And how are they affecting the people who live in these countries?

THE CARBON RUSH takes us around the world to meet the men and women on the front lines of carbon trading. So far their voices have gone unheard in the cacophony surrounding this multi-billion carbon industry, nicknamed "green gold" by its beneficiaries. Recent Brazilian migration through the Amazon region and across the Guyanese border may be part of a larger geopolitical program emerging from Brazil, one that sees the Brazilian Government implementing a program of development and protection of their northern territory. This migration threatens to increase pressures on Makushi and Wapishana territories within Guyana, resulting in the annexation of traditional ancestral lands and potential losses of subsistence and livelihood practices, as well as disturbances to traditional cultures and ways of life. I believe these migration trends may be part of a larger intraregional geopolitics emerging out of Brazil, wherein development of the northern Amazon frontier is being encouraged primarily through regional colonization. I suggest that Guyana is unknowingly enmeshed within the larger geopolitical concerns of the region, and that the migration of Brazilian miners, businesspeople, and rice producers from across the border may in part be traced directly to evolving legislature, political action, and program and project implementation within the Brazilian Amazon.

The purpose of the "Mining, Ethics and Sustainability" program stream of the World Mining Congress is to identify and discuss the ethical values that should define the boundaries of the emerging economic, social and environmental responsibilities of mining in the 21st century and the dimensions of mining's social license to operate.

As a participant and organizational partner in the World Mining Congress, CBERN has been invited to organize a program stream for the theme of "Mining, Ethics and Sustainability". The program will extend over three days, from August 12-14, 2013 in Montreal, QC. It will include:
Three key note addresses by thought leaders whose ideas are helping to describe the nature and character of the social, economic and environmental responsibilities of mining companies in the 21st century;
Three cross sector panels that will explore the themes of "mining and sustainability", "women and mining", and "First Nation perspectives on the ethical values that define responsible mining";

Post-doctoral Research Fellowship in Sustainable Neighbourhoods

The University of British Columbia is searching for a Post-doctoral Research Fellow with experience in the emerging fields of regenerative design and sustainability assessment methodologies – particularly as they relate to neighbourhood development – to work as part of a team including several faculty members affiliated with our Regenerative Neighbourhoods Project, their students and other post-doctoral fellows. The supervisor of the successful Post-doctoral Fellow applicant will be Dr John Robinson, Director of the CIRS research program.

The ideal candidate for this one-year program (renewable to a maximum of two years) would hold a recent (graduated within the last year) PhD in Architecture, Engineering or a social science field related to community or urban sustainability. Of particular interest is expertise in sustainability assessment tools and frameworks.
